    Instructions for 24×7 Alert Mode During Monsoon; Emphasis on Ground-Level Monitoring and Public Safety

    Hon’ble Chief Minister Shri Pushkar Singh Dhami visited the Uttarakhand State Emergency Operation Centre (SEOC) located at USDMA Bhawan in IT Park, Dehradun, to review the flood and rainfall-related situation across various regions of the state.

    The Chief Minister directed all officials from the administration and governance to remain on 24×7 alert mode for the next three months, considering the monsoon conditions. He instructed them to stay regularly on the ground, closely monitor field realities, and make all necessary arrangements proactively.

    Key Directives by the Chief Minister:
    Temporary Halt of Char Dham Yatra for the next 24 hours in view of heavy rainfall and to ensure the safety of pilgrims.

    Search and rescue operations for missing laborers in Barkot, Uttarkashi due to a recent cloudburst must be intensified.

    District Magistrates have been instructed to ensure:

    Safe shelter, food, medicines, and milk for children at designated holding areas for pilgrims.

    Pilgrims should only be allowed to proceed once weather conditions improve.

    Those stranded due to road blockages must be safely transported to their destinations.

    Special Attention on Pregnant Women:
    All districts must prepare a database of pregnant women expected to deliver by September.

    Ensure pre-delivery hospital access, proper arrangements, and safety of mother and child.

    Infrastructure and Safety Measures:
    Roads damaged due to heavy rainfall must be quickly restored.

    Ensure availability of JCBs and safety equipment in sensitive locations.

    Carry out surveys of under-construction sites and relocate people to safer places if necessary.

    Channelization and management of rivers/streams where needed, to prevent overflow and flooding.

    CM’s Interaction and Orders:
    Interacted with USDMA experts about current weather patterns and river water levels.

    Ordered real-time monitoring of rivers and immediate precautionary actions in case of rising levels.

    Directed that rural roads, often the worst hit during monsoons, be opened at war footing.

    Advised close monitoring of landslide-prone areas, waterlogged regions, and bridge safety.

    Officials Present:
    Chief Secretary Shri Anand Bardhan, Principal Secretary R.K. Sudhanshu, Home Secretary Shri Shailesh Bagoli, Disaster Management Secretary Vinod Kumar Suman, Garhwal Commissioner Vinay Shankar Pandey, IG Garhwal Rajeev Swaroop, and several senior administrative officials were present physically or via virtual means.
